The contract for Project Preparation Services for the PPP Center/ADB-assisted Mindanao Railway Project Phase 3 has been signed by Orient Integrated Development Consultants, Inc. (OIDCI) President Herman Ongkiko and witnessed by OIDCI Chairman Car Villacorta, Contract Manager Carol Marasigan, VP for Admin and Finance Au Morandarte and Corporate Accountant Philip Joshua Cagayan.

According to its website, OIDCI is a Philippine-based consulting firm with a proven track record in integrated area and rural development, environment and natural resource management, governance, and institutional development. For 40 years, the firm has been providing a broad range of technical services to national, regional and local government programs and projects in the Philippines and in other countries in Asia and Africa.

Mindanao Railway Project Phase 3 is a 54.8-kilometer high-capacity, inter-city passenger and cargo railway system spanning across the highly urbanized city of Cagayan de Oro, connecting the Municipalities of Laguindingan and Villanueva, Misamis Oriental.


During the budget hearing, the following railway stations were identified:
- Laguindingan
- Alubijid
- El Salvador
- Opol
- Cagayan de Oro Grand Central
- Cagayan de Oro East
- Tagoloan
- Villanueva
