Yesterday, July 28, 2026, many commuters—particularly workers and students from areas outside Cagayan de Oro City—were caught off guard as the Roads and Traffic Administration (RTA) began enforcing City Ordinance No. 10551-2007, Section 120. Under the ordinance, all eastbound and westbound Public Utility Vehicles (PUVs) and buses whose routes extend beyond the city must proceed directly to the designated transport terminals: the Farmers Market and Transport Terminal (Westbound Terminal) in Bulua or the Agora Market City Transport Terminal in Lapasan. As a result, affected passengers now have to transfer to another PUV to continue their trip into the city proper.
Among the most affected are commuters travelling to Opol and Youngsville Subdivision, as well as passengers using Donsal’s buses, whose transport terminal is located inside the Gaisano City Mall parking area. They now have to ride PUVs in going to Westbound Terminal in Bulua.

Eastbound passenger vans and other PUVs currently operating from the Gaisano City Mall parking lot terminal will likewise be relocated to the Agora Terminal in Lapasan.

Meanwhile, several PUV operators have urged the city government to reconsider its position, saying the move could further burden commuters who may need to allocate additional funds for higher transportation costs.
