A new road will soon link Uptown Cagayan de Oro and Lower Balulang. Cebu Landmasters, Inc. (CLI) is fully funding ₱120 million for the two-kilometer Manresa Access Road, a project developed in partnership with Xavier University, which held the official concrete pouring ceremony today, January 23. Set for completion in the fourth quarter of 2027, the 10-meter-wide road will feature two lanes and a bike lane, connecting Masterson Avenue and Balulang Road, and will be open to the public upon completion. The project aims to ease traffic, cut travel time, and boost economic activity, while supporting Manresa Town—a 14.6-hectare integrated university township designed for sustainable and connected urban living.

Here is the site development and road alignment of Manresa Access Road. The entire two-kilometer road will be built within Xavier University’s property.

Due to the steep and challenging terrain, the lower part of the road will feature winding curves.

CLI executives, led by Chairman and CEO Jose Soberano III and COO Jose Franco Soberano, joined Xavier University President Fr. Mars Tan, SJ, and Cagayan de Oro City Mayor Rolando “Klarex” Uy in leading the concrete pouring ceremony.

The road project is already ongoing with about 10-20% completed.

The 14.6-hectare Manresa Town is CLI’s first township development in Cagayan de Oro City. Construction is ongoing, focusing on the drainage system, road networks, and site grading.
