The Environmental Management Bureau in Region 10 (EMB-10) has suspended the Environmental Compliance Certificates (ECCs) and ordered an immediate halt to all poultry farm operations in Alubijid, Misamis Oriental, due to persistent complaints of fly infestation and foul odors. The Omnibus Order was issued by Regional Director Reynaldo S. Digamo after over a year of unresolved grievances from residents in several barangays, despite previous notices and directives for fly control and improved waste management.
Field inspections showed that poor practices continued, leading to worsening conditions. Citing its authority under PD 1586 and environmental regulations, EMB-10 issued the order to protect public health and the environment. The agency also urged the local government to suspend business permits and help develop long-term solutions with farm operators. RD Digamo warned that similar actions may soon be taken in other municipalities facing the same issues.
The Order was served by EMB-10 Legal Unit Chief, Atty. Alvimar P. Decampong and was received by Hon. Mayor Emanuel Jamis, with the presence of representatives from PEMU Misamis Oriental and Office of the PENRO. See photo below.
