The World Bank has approved the Philippines’ loan for the $454.94-million Mindanao Transport Connectivity Improvement Project (MTCIP), which will involve the rehabilitation and upgrading of the 428.2-kilometer main road corridor linking Cagayan de Oro, Davao and General Santos. This road network covers four highways such as Sayre Highway, Bukidnon-Davao Highway, Digos-Makar Highway and Davao-Cotabato Road.
The objective of the Mindanao Transport Connectivity Improvement Project for Philippines is to improve connectivity, climate resilience, and safety of selected roads in the Mindanao region. The project comprises of five components.
First Component – improvement of selected local roads will include: (i) upgrading the selected local roads (link roads) to national road standards; and (ii) supporting acquisition of right of way and land required for the project, including compensation for resettlement and site clearance.
Second Component – capacity, climate resilience, and road safety enhancement of the Cagayan de Oro-Davao-General Santos Corridor will include:
- rehabilitating selected road sections of the Cagayan de Oro-Davao-General Santos Corridor (main corridor); and
- supporting acquisition of right of way and land required for the Project, including compensation for resettlement and site clearance.
Third Component – capacity building and institutional development will include supporting the capacity enhancement of Department of Public Works and Highways (DPWH) and selected Local Government Units (LGUs).
Fourth Component – project management will include: (i) supporting management of project activities, including procurement, financial management, monitoring and evaluation, as well as environmental and social management.
Fifth Component – contingent emergency response will support provision of immediate response to an eligible crisis or emergency, as needed, as per the contingent emergency response manual.
