The Sandiganbayan has found former Cagayan de Oro City Mayor and Congressman Constantino “Tinnex” Jaraula and four others guilty beyond reasonable doubt over graft charges in connection with the disbursement of P3 million in public funds to an NGO that was not qualified to supply fertilizers for a government agriculture program in 2004. In a decision promulgated on July 8, 2024, Jaraula was sentenced from six years to 10 years in prison and perpetual disqualification from holding public office.
Also convicted were former Department of Agriculture (DA) regional officials Ma. Reina Lumantas, Claudia Artazo, and Joel Rudinas as well as Philippine Social Development Foundation Inc. (PSDFI) president Evelyn de Leon.
