PROJECT WATCH: PPP Center invites Indian firm for negotiated contract for Mindanao Railway Phase 3 Project Preparation Services

The Public-Private Partnership Center of the Philippines (PPP Center) has invited Deloitte Touche Tohmatsu India LLP from India to a negotiation conference for the negotiated procurement for the provision of Project Preparation Services for the Mindanao Railway Project, Phase III (Northern Mindanao). It was clarified that Orient Integrated Development Consultants, Inc. (OIDCI) which we have posted earlier will be the local sub-contractor for the said services with Deloitte Touche as the lead firm.

The services shall generally include the following:

  • Preparation of pre-feasibility study and business cases;
  • Preparation of a feasibility study (FS), including an assessment of project delivery options;
  • Assistance in the application for the required government approvals;
  • Preparation of bidding documents including draft contracts;
  • Management of the PPP bidding process including assistance to obtain financial; and,
  • Monitoring of project implementation.

The Approved Budget for the Contract (ABC) is $736,354.18 and funded from the PPP Center’s Project Development and Monitoring Facility (PDMF). Here’s a screenshot of the document from PPP Center.

Mindanao Railway Project Phase 3 is a 54.8-kilometer high-capacity, inter-city passenger and cargo railway system spanning across the highly urbanized city of Cagayan de Oro, connecting the Municipalities of Laguindingan and Villanueva, Misamis Oriental. 

Said consultants from India recently visited City Hall.

We earlier posted about Orient Integrated Development Consultants, Inc. (OIDCI) signing a contract for the same. As clarified by OIDCI President Herman Ongkiko, OIDCI is the local sub-contractor with Deloitte as lead firm.
