DHSUD approves Cagayan de Oro’s Comprehensive Land Use Plan, 2024-2032

Cagayan de Oro City’s Comprehensive Land Use Plan (CLUP) for 2024-2032 has been officially ratified by the Department of Human Settlements and Urban Development (DHSUD), paving the way for the city’s Interconnected Development Strategy. DHSUD Secretary Engr. Jose Ramon Aliling signed the approval on August 4, 2026. The approved CLUP promotes balanced, sustainable, and resilient growth while protecting key environmental areas. It identifies eight development thrust areas—CDO East, Central Ridge, Coastal Strip, Downtown, Highlands, Midtown, Port Area, and Uptown—to guide future urban expansion, attract investments, and create more opportunities for Kagay-anons.

The city’s CLUP is derived from the cumulative analysis of current trends and intentional plotting of future developments in the city. The updated development areas include:

  1. Uptown
  2. Downtown
  3. Midtown
  4. Highland
  5. Central Ridge
  6. CDO East
  7. Port Town
  8. Coastal Strip
