The Municipality of Laguindingan in Misamis Oriental has officially unveiled its 2050 Comprehensive Master Plan, presenting a long-term vision to transform the municipality into Metro Cagayan de Misamis’ premier Aerotropolis and Transit-Oriented Development (TOD) hub, anchored on Laguindingan Airport. The plan outlines the development of a new government center, integrated commercial, industrial, and mixed-use districts, and major transport infrastructure, including the proposed Mindanao Railway and Misamis Oriental Expressway (MOEX). It also charts a roadmap toward future cityhood, positioning Laguindingan as a strategic international gateway for investment, logistics, tourism, and sustainable urban growth in Northern Mindanao.

Macua during his State of the Municipality Address (SOMA) on July 7, 2026, highlighting Laguindingan’s long-term vision for an Aerotropolis, transport-oriented development, future cityhood, and sustainable growth.
A Convention and Exhibition Center (COEX) is planned near the airport as part of the Aerotropolis development, featuring an integrated complex with hotels, convention facilities, office spaces, and supporting commercial establishments.
Meanwhile, a new Laguindingan Government Center is planned near the proposed Integrated Terminal Complex, creating a centralized hub for government offices and public services to support the municipality’s future growth and development.

As part of the Transit-Oriented Development (TOD) strategy, the proposed Mindanao Railway Project includes a railway terminal adjacent to Laguindingan Airport, creating an integrated air, rail, and road transport hub.
The master plan also incorporates the proposed Misamis Oriental Expressway (MOEX), which will traverse Laguindingan and enhance regional connectivity.
