House of Hope appeals for support as funds may run out after November 2025

The House of Hope, a custodial psychiatric care facility in Upper Palalan, Barangay Lumbia, Cagayan de Oro City, is appealing for public support as its funds may not be enough to sustain operations beyond November 2025. According to a Facebook post by Joseph Hope Bibal, government subsidies have been delayed since 2023, and many private benefactors have already withdrawn their support. Now relying largely on donations and community assistance, the facility—which provides daily care, counseling, and medical support to mentally challenged individuals since 1997—is struggling to cope with rising operational costs and limited funding.

For those wanting to donate, the facility’s daily needs include:

  • rice
  • cooking oil
  • toyo
  • patis
  • vinegar oil
  • biscuits
  • (no chocolates, no coffee, no soft drinks, no sweet juices, no spicy food)

Cleaning supplies:

  • bath soap
  • shampoo
  • laundry powder or bar
  • toothpaste
  • toothbrush
  • tissue paper
  • mosquito spray
  • (no adult diapers / enough stock already)

The facility is also accepting cash donations to help cover the salaries and benefits of its small team, which includes eight nurses, cooks, a caregiver-watcher, driver, social worker, and guard. Meanwhile, two psychiatrists, a psychologist, and an auditor receive only honoraria, as the foundation cannot yet afford standard compensation. Donations also help pay for utilities, repairs, fuel, and medicines, with the facility’s monthly expenses amounting to over ₱900,000.

Administered by the Missionary Congregation of Mary (MCM) since 1997, the facility has two (2) wards, male and female, for manageable patients. It can accommodate a minimum of twenty two (22) patients and maximum of 30. It also has twenty (20) individual isolation cells. It has a chapel, an administration building, a separate kitchen, two (2) big kiosks and living quarters for the Sisters and staff.
