Are you playing or already hooked on “scatter”? Cagayan de Oro 2nd District Rep. Rufus Rodriguez is pushing for a total ban on online gambling, locally known as “scatter”, calling it a harmful “digital vice” that leads to addiction, broken families, and mental health issues. In his August 5, 2025 privileged speech, he pointed to weak enforcement despite growing cases of gambling-related harm, which both the Department of Health and the Catholic Church see as a serious concern. He also slammed celebrities promoting gambling and expressed support for bills banning ads, e-wallet betting, and holding promoters accountable. Watch his full speech below.
