What practical solutions can help address Uptown CDO’s traffic issues? Cagayan de Oro City Councilor Malvern “Bernie Bitokbitok” Esparcia has been named as the chairperson of the Technical Working Group tasked with studying and formulating traffic management measures, strategies, and concepts to address congestion, road safety and achieve efficient traffic flow in the city’s uptown area.
In his Facebook post, Councilor Esparcia enumerated several points which characterize the current traffic situation in the city’s uptown area as shown below.

Below is the summary,
- The 4-lane Masterson Avenue serves as the only primary thoroughfare in Uptown CDO.
- Schools have limited parking space, contributing to traffic congestion during drop-off and pick-up times.
- Government offices lack sufficient parking spaces, forcing employees to park along the roadside.
- There are many subdivisions in the uptown area, some with entrance gates directly connected to the highway. Additionally, there are no traffic lights in place.
- Buying cars has become easier for those who can afford them with reduced down payments, but road capacity remains unchanged. Implementing color coding would not be an effective solution.
