The Department of Transportation (DOTr) has started the bidding process for the Metro Cagayan de Oro Public Transport Pre-Investment Study (PTPIS) project. As of August 27, 2024, three entities have submitted their bids, namely: Certeza Infosys Corp – Technoearth Systems Corp JV, Urban Engineers – Key Engineers Co. JV. and Woodfield Consultants Inc. The study aims to develop a comprehensive transport model (CTM) for an industry-wide assessment of the entire transportation system with a focus on public transportation in the metropolitan area.

The study covers Metro Cagayan de Oro as defined by the Regional Development Council comprising of two cities (Cagayan de Oro and El Salvador) and eleven municipalities (Claveria, Jasaan, Villanueva, Tagoloan, Opol, Alubijid, Laguindingan, Gitagum, Libertad and Initao of Misamis Oriental and Manolo Fortich of Bukidnon).

Based on the opening of bids for the technical proposal held yesterday, August 27, two of the 3 bidders (Certeza Infosys Corp – Technoearth Systems Corp Joint Venture, and Woodfield Consultants Inc.) passed all the requirements. The third – Urban Engineers – Key Engineers Co. Joint Venture failed to submit some specific documents. However, its representative manifested it will submit a Motion for Reconsideration (MR) and comply with the deficiencies.



The pre-bidding conference of the project was held last August 14 and livestreamed online.


The approved budget for contract amounted to P61,232,945.00.

The next activity is the opening of bid documents for financial proposal on September 9.
