The City Government of Cagayan de Oro has advised the general public to exercise extra caution when walking and jogging at Rio de Oro Boulevard due to the installation of the stage and other preparations for the Grand Launching of the Higalaay Festival, which starts today, July 29. Additionally, total closure of the section of the river boulevard from Montalvan towards Consolacion area will be implemented on August 1 and 2, 2024.
