A heated basketball game over the weekend as part of the local barangay fiesta activities in Bugo, Cagayan de Oro City, erupted into a brawl when coaching staff and players clashed in full view of the spectators. Meanwhile, Punong Barangay Spencer Cailing called for a ban on all players, coaches and other who participated in the brawl as seen on videos.

Ordinance for Basketball Players, Coaches, Team Owners, and Related Parties
Section 1: Title
This ordinance shall be known as the “Basketball Conduct and Disciplinary Ordinance of 2024.”
Section 2: Declaration of Policy
The policy of this ordinance is to ensure fair play, sportsmanship, and the integrity of basketball competitions by enforcing strict penalties for misconduct and violence among players, coaches, team owners, and all related parties.
Section 3: Scope and Coverage
This ordinance applies to all individuals and entities involved in basketball under the jurisdiction of the Samahang Basketbol ng Pilipinas (SBP), including but not limited to:
– Players
– Coaches
– Team Owners
– Team Managers
– Support Staff
– Fans and spectators in official capacities
Section 4: Definitions
– Player: Any individual registered to play in a basketball league under the SBP.
– Coach: Any individual registered to coach a basketball team under the SBP.
– Team Owner: Any individual or entity that owns a basketball team registered under the SBP.
– Rumble: Any physical altercation, fight, or brawl involving players, coaches, or other team officials during, before, or after a game.
– Misconduct: Any behavior contrary to sportsmanship, including but not limited to verbal abuse, physical violence, and unsportsmanlike conduct.
Section 5: Prohibited Acts
1. Initiating a Rumble:
– Any player, coach, team owner, or related party who initiates or participates in a rumble shall be deemed in violation of this ordinance.
2. Participation in a Rumble:
– Any player, coach, team owner, or related party who joins an ongoing rumble shall be deemed in violation of this ordinance.
3. Incitement to Violence:
– Any player, coach, team owner, or related party who incites others to participate in a rumble or any form of violence shall be deemed in violation of this ordinance.
Section 6: Violations and Penalties
Penalties for violations are classified into three levels: Minor, Major, and Severe.
1. Minor Violations:
– Definition: Minor physical altercations without severe injury or damage.
– Penalties:
– Players: Fine of PHP 5,000 and suspension for 1 game.
– Coaches: Fine of PHP 7,500 and suspension for 2 games.
– Team Owners: Fine of PHP and a formal warning. 10,000
2. Major Violations:
– Definition: Physical altercations causing moderate injury or involving multiple parties.
– Penalties:
– Players: Fine of PHP 10,000 and suspension for 3 games.
– Coaches: Fine of PHP 15,000 and suspension for 4 games.
– Team Owners: Fine of PHP 20,000 and probation for the team.
3. Severe Violations:
– Definition: Physical altercations resulting in severe injury, damage, or mass brawls.
– Penalties:
– Players: Fine of PHP 30,000and suspension for 5 games.
– Coaches: Fine of PHP 35,000 and suspension for 6 games.
– Team Owners: Fine of PHP 40,000 and a ban on participating in league activities for 1 year.
Section 7: Reporting and Investigation
1. Reporting:
– Any incident of a rumble or related misconduct must be reported to the SBP Disciplinary Committee within 24 hours by game officials or team representatives.
2. Investigation:
– The SBP Disciplinary Committee shall conduct a thorough investigation within 7 days of the reported incident.
– The committee has the authority to call witnesses, review video footage, and gather any relevant evidence.
Section 8: Due Process
1. Notice:
– Individuals and teams involved shall be notified of the investigation and charges within 48 hours of the incident report.
2. Hearing:
– A formal hearing shall be conducted where the accused parties can present their defense and evidence.
3. Decision:
– The SBP Disciplinary Committee shall issue a decision within 3 days of the hearing.
Section 9: Appeals
1. Right to Appeal:
– Any party found in violation of this ordinance may file an appeal within 5 days of the decision.
2. Appeals Committee:
– An independent SBP Appeals Committee shall review the appeal and issue a final decision within 10 days.
Section 10: Effectivity
This ordinance shall take effect immediately upon approval by the SBP and shall remain in force until amended or repealed.
