CDO City Council holds special session; passes 5 resolutions amid impending water supply cutoff by COBI to COWD

The 20th City Council of Cagayan de Oro, in a special session tonight virtually presided over by Vice Mayor Jocelyn ‘Bebot’ Rodriguez, passed five (5) resolutions after the Cagayan de Oro Bulk Water Inc. (COBI) ordered the Rio Verde Water Consortium, Inc. to cease supplying water to Cagayan de Oro Water District (COWD).

RESOLUTION NO. 2024-720 – “urgently requesting the Cagayan de Oro Water District (COWD) to make an emergency purchase of Bulk Water Supply from the Rio Verde Water Consortium, Inc., South Balibago Resources, Inc., JE Hydro & Bio-Energy Corporation, Mindanao Cooperatives Water Service Federation (MWCSF) and other independent water concessionaires, to ensure the continued supply and distribution of water in the City in view of the decision of the Cagayan de Oro Bulk Water, Inc. (COBI) to cease supplying bulk water to COWD effective May 1, 2024.”

RESOLUTION NO. 2024-721 – “earnestly requesting Rio Verde Water Consortium, Inc., South Balibago Resources, Inc., JE Hydro & Bio-Energy Corporation, Mindanao Cooperatives Water Service Federation (MWCSF) and other independent water concessionaires to supply bulk water to the Cagayan de Oro Water District (COWD).”

RESOLUTION NO. 2024-722 – “adopting Executive Order No. 196- 2024 dated May 1, 2024, declaring the City of Cagayan de Oro under the State of Emergency, and granting His Honor, City Mayor Rolando A, Uy special emergency powers to address the water supply issue in the City.”

RESOLUTION NO. 2024-723 – “urging the management of the Cagayan de Oro Bulk Water, Inc. (COBI), Metro Pacific Water and Mr. Andrew Pangilinan, COBI President, to explain to this Body why they should not be declared as Persona Non-Grata in the City of Cagayan de Oro for its decision to cut off the bulk water supply to the Cagayan de Oro Water District (COWD).”

RESOLUTION NO. 2024-724 – “requesting the Commission on Audit (COA) to look into the contract between Cagayan de Oro Water District (COWD) and Cagayan de Oro Bulk Water, Inc. (COBI).”

Here’s a copy of the letter from COBI directing Rio Verde Water Consortium, Inc. to cease supplying water to COWD.

Following the letter by COBI to Rio Verde, City Mayor Rolando A Uy signed Executive Order No. 196-2024 declaring the city under the State of Emergency.

    All resolutions does not say anything about the contested payment requested by the concessionaires. I am not hopeful these resolutions will be able to solve the problem soon.

    All four does not address the contested payables to the concessionaire. I am not hopeful at all.
