Watch as a motorist in Cagayan de Oro exposed some tactics by so-called “windshield wipers” who chance upon vehicles on a traffic stop and wipe their windshields and car windows in exchange for some cash or coins. As shown, one pretended to be a person-with-disability (PWD) to draw more compassion from the driver but it turned out he was merely hiding his other arm beneath his shirt and pants instead.
