State-owned Central Mindanao University (CMU) located in Dologon, Maramag, Bukidnon, has adopted a flexible outcomes-based arrangement to safeguard the well-being of its students and faculty. This decision follows an incident on November 21, where fourteen (14) of its security personnel were injured in a clash with members of the BTL (Buffalo-Tamaraw-Limus) group. The altercation occurred when the group attacked the guards who were in the process of removing shanties and structures illegally erected by the BTL group at the Beef Cattle Project area of CMU.

The Buffalo-Tamaraw-Limus is a consolidation of Bukidnon Free Farmers Laborer Organization (BUFFALO), Tried Agricultural Movers Association of Rural Active Workers (TAMARAW), and Land Tiller Inhabitants of Musuan (LIMUS). They are claiming a 517-hectare portion of CMU identified as Field 1, Green Valley, and MusDol (Musuan-Dologon) properties and arguing that these are idle government-owned lands and should be given to Comprehensive Agrarian Reform Program (CARP) beneficiaries under Executive Order No. 75.
On the other hand, CMU clarified that the lands were not idle based on the approved Land Use Development and Infrastructure Program (LUDIP). The LUDIP categorized Field 1 as a pasture for beef cattle projects, while Green Valley and MusDol served as the university’s rice farms for research and income generation projects.
Further, CMU cited the Supreme Court decision that the 400-hectare land (now 517 hectares) occupied by the said groups were not subject to CARP coverage because these are not alienable and disposable. The Supreme Court also specified that CMU land did not exceed limits set by Congress.

The Beef Cattle Project is planned to function as CMU’s laboratory, providing hands-on experience for professors and students enrolled in agriculture, veterinary medicine, forestry courses, and related disciplines. It is part of the 3,080-hectare university property.
