The Special Project Development and Monitoring Facility (PDMF) Committee recently approved the Department of Transportation’s request for funding for the Transaction Advisory Services for the Unsolicited Proposals (USPs) for Regional Airports including the Upgrade, Expansion, and O&M of the Laguindingan Airport. The services will be provided by the International Finance Corporation (IFC) which is a member of the World Bank Group. The PDMF is a fund that helps with studies, project documentation, and provides guidance for Public-Private Partnership (PPP) projects.
The private sector will undertake the financing, designing, constructing, upgrading, commissioning and the O&M of Laguindingan Airport. The PDMF will support the project during the due diligence and detailed review of the USP, ICC review, negotiations for PPP contract, government final clearance of PPP agreement, or during the bid tender and PPP contract award phases.
