Cagayan de Oro City officials led by City Mayor Rolando “Klarex” Uy formally kicked off the month-long Higalaay Festival 2023 with the grand launch tonight at the new River Boulevard. In a press briefing earlier, local tourism officials revealed 19 core events and 48 parallel activities lined up for this year’s edition to ensure a more vibrant, enjoyable month-long festival experience for both Kagay-anons and visitors alike.
