5-year registration validity pushed by Cong. Suan to benefit millions of motorists in the country

Cagayan de Oro City 1st District Representative Lordan G. Suan has filed a bill fixing the validity of certificates of motor vehicle registration. House Bill No. 8438 sets the validity of Certificates of Registration for brand new motor vehicles to five (5) years and three (3) years for brand new motorcycles. As proposed, HB 8438 or the “Extended Motor Vehicle Registration Act” seeks to amend Sections 8 and 14 of Republic Act No. 4136 or the “Land Transportation and Traffic Code”. More specifically, it seeks to extend the validity of Certificates of Registration for both initial registration and renewal of ALL motor vehicles – including cars, trucks, buses, jeepneys, tricycles and motorcycles.

In his explanatory note, Rep. Suan stated that extending the validity of motor vehicle registrations will help lessen financial and psychological distress to motor vehicle owners and drivers due to the expenses from maintenance and oil price increase unpredictably due to inflation, climate change, global demand, among others.

House Bill No. 8438 aims to provide the following advantages for all road users:

3️⃣ Enhanced Efficiency and Productivity: By streamlining the registration process for motor vehicles and motorcycles, House Bill 8438 allows the LTO to utilize its resources more effectively. This improvement leads to shorter wait times, faster service, and increased overall customer satisfaction.
