Four public officials from Northern Mindanao – Misamis Oriental Governor Peter “Sr. Pedro” Unabia, Misamis Occidental Governor Henry Oaminal and his sons Ozamiz City Mayor Henry “Indy” Oaminal Jr. and Misamis Occidental 2nd District Representative Sancho Fernando “Ando” Oaminal were among the top performers in 2022 based on a survey by the RP- Mission and Development Foundation Inc. (RPMD).

Both Misamis Oriental Gov. Unabia and Misamis Occidental Gov. Oaminal got 85 percent and tied for 6th place among all governors nationwide. See below.

Meanwhile, Misamis Occidental 2nd Dist. Rep. Sancho Fernando “Ando” Oaminal got a 90% rating for 5th place nationwide among all district representatives. He is tied with two others.

Among all city mayors, Ozamiz City Mayor Henry “Indy” Oaminal Jr. scored 80% for 9th place.

The best-performing public officials in the Philippines were identified by the RPMD analytics team out of 148 City Mayors, 253 District Represenaties and 81 Governors by conducting extensive statistical research following the publication of the country’s top national and cabinet officials. To determine the top public officials in the Philippines, the top performers who scored highest in each region are reordered according to their percentage score based on the data collected from respective constituents.

RPMD stated that the ratings and rankings were thoroughly assessed based on work performance. As the local chief executive, Mayors have a diverse range of responsibilities. Governors are accountable for the execution of programs and initiatives, the enforcement of laws, and the implementation of the province development plan. On the other hand, Representatives are elected officials entrusted with representing constituents and enacting legislation.

Meanwhile, Misamis Occidental 2nd Dist. Rep. Sancho Fernando “Ando” Oaminal had the highest performance rating among all congressmen in Northern Mindanao with 90%. Misamis Oriental 2nd Dist. Rep. Yevgeny Vincente “Bambi” Emano and Cagayan de Oro City 1st Dist. Rep. Lordan Suan were tied for second place with 89 percent. Cagayan de Oro City 2nd Dist. Rep. Rufus Rodriguez was third with 87 percent followed by Misamis Oriental 1st Dist. Rep. Christian Unabia who came in the fourth spot with 85 percent and Lanao del Norte 1st Dist. Rep. Mohamad Khalid Dimaporo in fifth place with an 82 percent rating.

Accordingly, the independent and non-commissioned “Boses ng Bayan” national performance evaluation survey for the year 2022 was conducted from November 27 to December 2, 2022, in each city or district in each region. A total 10,000 respondents were selected from among the 65.75 million registered voters between the age 18 and 70. The sample employs a plus-or-minus 1% margin of error and a degree of confidence of 95%. Respondents were chosen randomly, and the number of respondents was distributed proportionally based on the number of registered voters per area.
