The LTFRB Region 10 has deployed Mystery Riders across Northern Mindanao as part of its intensified campaign against colorum (illegal public transport) vehicles. Operating undercover, these riders or passengers will board public utility vehicles (PUVs) and private vehicles suspected of illegally transporting passengers to monitor operations and identify those without valid LTFRB franchises or authority.
Under LTFRB Memorandum Circular No. 2026-018 and Board Resolution No. 2026-088, Mystery Riders who gather sufficient evidence leading to the apprehension and filing of cases against illegal operators will receive a reward from LTFRB Region 10. The agency also confirmed that another illegal PUV has recently been apprehended and impounded.
Led by Regional Director Aljo Bendijo, LTFRB Region 10 said the operations will continue to ensure passenger safety, promote fair competition, and protect legitimate transport operators and drivers. The public is likewise urged to patronize only authorized public transport and report suspected colorum operations.
