Following public criticism, Cagayan de Oro City Hall, through the City Information Office, clarified that the proposed ₱8.5-billion loan for the 22.9-hectare City Government Complex project will cover the entire package—including land acquisition, site development, building construction, and furniture and fixtures—ensuring the complex is ready for immediate use upon completion. The loan request, endorsed by the City Mayor, is currently pending City Council approval.

A copy of the City Mayor’s request to the City Council, seeking authority to negotiate and secure loans from banking and government financial institutions for the proposed project, has been circulating on social media.
