Many netizens, especially those in Cagayan de Oro, were surprised to learn that Barangay 39 has only 12 residents, according to the latest census released by the Philippine Statistics Authority. In fact, 12 barangays in the city, all located in the Poblacion area, have populations of less than 100. On the other hand, Carmen – the city’s largest barangay has over 78,000 residents. This disparity has led some netizens to call for the consolidation of these underpopulated barangays.
Barangay 39 is essentially composed of a single commercial block near Cogon Public Market, bounded by Mortola, JR Borja, Daumar, and Hayes Streets. Ororama Supercenter occupies more than half of this block, as shown below.

During the last elections, Barangay 39 had 471 registered voters, indicating that many of them are actually residing in other areas.
