CSWD rescues homeless woman living at Carmen overpass

Staff from the City Social Welfare and Development (CSWD), through the Oro Response and Processing Center, successfully rescued a homeless woman who had been taking shelter at the pedestrian overpass in Carmen, Cagayan de Oro City, on Thursday, May 22. The rescue was in response to a social media post by a concerned citizen who reported that the woman had set up a makeshift home in the area—a practice that is not allowed.

The Oro Response and Processing Center (ORPC) is a specialized unit under the City Social Welfare and Development (CSWD) Office of Cagayan de Oro City. Its primary function is to conduct outreach operations aimed at assisting vulnerable individuals found in public spaces. These individuals include street children, homeless persons, beggars, mentally challenged individuals, and members of indigenous communities such as the Badjao.
