Misamis Oriental 2nd District Rep. Yevgeny Vincente “Bambi” Emano is pushing for the establishment of the Mindanao Disaster Resource and Support Center (MDRSC) on a 4-hectare site owned by the Department of Social Welfare and Development (DSWD) in Lunocan, Manolo Fortich, Bukidnon. The MDRSC is designed to streamline disaster response operations across Mindanao. The proposed facility will be developed in three phases and will include a 4-bay storage warehouse with mechanized food packing, an organized racking system, proper loading and handling of food packs, dormitory facilities, training and learning rooms, a centralized motorpool, a main administrative building and a command center.

Citing that both Luzon and Visayas already have such facility, Cong. Bambi stressed this during the recent House Committee on Appropriations Budget Briefing/Meeting held last August 21. Accordingly, the site in Manolo Fortich was already chosen by Mindanao Development Authority (MinDA) due to its strategic location. As presented, the proposed location in Brgy Lunocan is only 3 hours away from Caraga Region, 4.5 hours away from Davao Region and BARMM, 5.5 hours from Region 12 and 9 hours from Zamboanga Peninsula by land using winged vans moving at 60kph.

Here are plans for the proposed facility.

Total project cost will be P305 million for Phase 1, P220 million for Phase 2 and P190 million for Phase 3.
