The Department of Transportation (DOTr) is calling on the private sector to cast their stake in the development and improvement of the Laguindingan International Airport by submitting comparative proposals for the airport’s modernization.

This after careful evaluation and successful negotiation and approval of the National Economic and Development Authority (NEDA) Board and acceptance of the unsolicited proposal by Aboitiz InfraCapital, Inc. to upgrade, expand, operate, and maintain the Laguindingan International Airport in accordance with the provisions of Republic Act No. 11966, otherwise known as the Public-Private Partnership Code of the Philippines (PPP Code).

The Laguindingan International Airport project is included in the infrastructure flagship projects of the national government.

The DOTr and Civil Aviation Authority of the Philippines (CAAP) likewise said it will open the submission of comparative proposals from private entities under a Comparative Challenge Process to finance, design, construct, operate, and maintain the Project under a 30-year concession period.

The Project is expected to:

  • realize the potential of CGY facilitating connectivity to the Northern Mindanao Region composed of five (5) provinces: Misamis Oriental, Misamis Occidental, Lanao del Norte, Bukidnon and Camiguin; and two (2) highly urbanized cities: Cagayan de Oro and Iligan;
  • define the aviation strategy for new airlines and new connection including development of international flights;
  • expand the capacity of CGY according to market demand;
  • introduce new concepts of sustainability and connectivity to improve the environmental and operational performance of CGY and enhance passenger experience at CGY; and
  • implement commercial services in the extended terminal and on landside.

The Comparative Challenge Process will be conducted pursuant to and in accordance with the procurement rules and procedures applicable for unsolicited proposals set out in the PPP Code.
