Cagayan de Oro City Councilor James K. Judith II is proposing to amend the Traffic Code of Cagayan de Oro City to allow the operation of tricabs or the three-wheeled vehicles locally known as bao-bao along highways. According to Judith, a tricab or bao-bao is classified as L5 or non-conventional vehicle (NCV), is allowed only to traverse along highways through a city ordinance and is restricted for private use only, pursuant to a Memorandum Circular of the Land Transportation Office (LTO).

Judith stressed that if two-wheeled motorcycles are allowed, then the 3-wheeled tricabs which are more stable should be allowed.






The matter was referred to the Committee on Public Utilities, chaired by Councilor Romeo V. Calizo, for appropriate action.
Councilor Judith specifically seeks to amend Section 4 (Definition of Terms), Section 109 (Conditions of Operations), Section 112 (PUV Drivers Obligations, Duties, and Responsibilities), Section 113 (Prohibited Acts), Section 114 (Printing of Plate Numbers), Section 147 (Place or Operations), Section 148 (Permit), and Section 150 (Regulations) of Ordinance No. 10551-2007 or the Traffic Code of Cagayan de Oro City.
