The Roads and Traffic Administration (RTA) will be implementing a special traffic scheme during the BAR Exams to be held at Xavier University in Cagayan de Oro. As such, several roads will be closed to traffic at specific times and dates from September 16 to 24, 2023 by virtue of Executive Order No 246-2023A. Details below.

1. TEMPORARY ROAD CLOSURE

1.1 Temporary road closure shall be implemented at the portion of Hayes Street from Corrales Avenue to Mortola Street and 3rd Street bounded by Hayes Street and 2nd Street Nazareth, on the following dates:

1.1.1 Starting 6:00AM of September 16, 2023, to 8:00PM of September 17, 2023
1.1.2 Starting 6:00AM of September 19, 2023, to 8:00PM of September 20, 2023
1.1.3 Starting 6:00AM of September 23, 2023, to 8:00PM of September 24, 2023

1.2 Temporary road closure shall be implemented starting 6:00AM – 8:00PM of September 24, 2023

1.2.1 Along Corrales Avenue from Fernandez Street to Hayes Street;
1.2.2 Along Chaves Street from Pabayo Street to Corrales Avenue;
1.2.3 Along Abejuela Street. from Pabayo Street to Corrales Avenue;
1.2.4 Along City Health Road bounded by Hayes Street and 2nd Street;

1.3 Temporary road closure shall be implemented starting 3:00pm – 8:00pm of September 24, 2023

1.3.1 Along Mortola Street bounded by J.R. Borja and Hayes Street

2. TEMPORARY ONE-WAY STREET – shall be implemented along Mortola Street from J.R. Borja to Hayes Street

3. ENTRY OF BAR PERSONNEL, BAR EXAMINEES AND EMERGENCY VEHICLES

3.1 Service vehicle/s of Bar Personnel are allowed to enter at the closed roads of Hayes Street from corner of Corrales Avenue towards the designated dropping area and existing thereafter to Hayes Street corner Mortola Street;

3.2 Service vehicle/s of Bar Examinees are allowed to enter at the closed roads of Hayes Street from the corner of Corrales Avenue towards the designated dropping area and existing thereafter to Hayes Street corner Mortola Street;

3.3 Police patrol, ambulance, fire truck, and emergency vehicles with Supreme Court-issued car passes are allowed to enter at the closed road of Hayes Street;

3.4 Service vehicle/s of residents living along the closed road of Hayes Street are allowed to enter from the corner of Corrales Avenue, provided that they can present identification cards/documents confirming their residency in the area, while their exit point shall remain at Hayes Street corner Corrales Avenue.

4. PARKING AND NO PARKING

4.1 Service vehicle/s of Bar Personnel with Supreme Court-issued car passes are allowed to park at the designated parking spaces within the closed road of Hayes Street;

4.2 Police patrol, ambulance, fire truck, and emergency vehicles with Supreme Court-issued car passes are allowed to park at the designated parking spaces within the closed road of Hayes Street;

4.3 Service vehicle/s of residents living along the closed road of Hayes Street may temporarily park their vehicle/s designated parking space inside the closed road;

4.4 No parking of all types of vehicle shall be implemented on either sides along the following streets;

4.4.1 Corrales Avenue bounded by Fernandez Street and J.R. Borja Street, except to existing setback parking;
4.4.2 J.R. Borja Street bounded by Corrales Avenue and Daumar St., except to existing setback for parking;
4.4.3 Mortola Street bounded by J.R. Borja St. and Hayes St., except to existing setback for parking;
4.4.4 2nd Street bounded by 18th Street and 3rd Street except to existing setback for parking;
4.4.5 Mortola Street bounded by J.R. Borja and Hayes Street.

4.5 No parking of all types of vehicles shall be implemented on the right side along the following streets;

4.5.1 3rd Street facing East from 2nd and 8th Street, Nazareth, except to existing setback for parking;
4.5.2 8th Street facing North from 3rd Street to 22nd Street, Nazareth, except to existing setback for parking;
4.5.3 2nd Street facing West from 8th Street to 3rd Street ,Nazareth, except to existing setback for parking;

5. TEMPORARY RE-ROUTING OF VEHICLES

5.1 Starting 6:00AM – 8:00PM of September 16-17, 19-20, 23-24, 2023

6:00AM – 8:00PM of September 23, 2023
6:00AM – 8:00PM of September 24, 2023

5.1.1 All westbound public utility jeepneys (PUJs) upon reaching Fernandez Street shall turn right to Corrales Avenue, turn left to 2nd Street, turn right to 3rd Street, turn left to 8th Street, turn right to Hayes Street and proceed to existing destinations;
5.1.2 All Eastbound and Northbound public utility jeepneys (PUJs) upon reaching Toribio Chaves Street shall turn left to Corrales Avenue, turn right to J.R. Borja Street and proceed to existing destinations;
5.1.3 All affected Motorela units from Nazareth and Macasandig are may traverse along the alternate road beside the old Hall of Justice building in going to Mortola Street, while this said alternate road (one-way road) is temporarily reversed from Hayes Street to 8th Street to 8th Street to Hayes Street during the scheduled bar examination;
5.1.4 All affected private motorists may traverse along any passable streets.

5.2 Starting 6:00am-8:00pm of September 24, 2023

Outflow:

1. All Southwest and westbound public utility jeepneys (PUJs) upon reaching Fernandez Street, shall turn right to Corrales Avenue, turn left to 2nd Street, turn right to 3rd Street, turn left 8th Street, turn right to Hayes Street and proceed to existing destinations

2. All Eastbound and Northbound public utility jeepneys (PUJs) upon reaching Toribio Chavez Street, shall turn left to Tiano Brothers Street, turn right to J.R. Borja St., and proceed to existing destinations;

3. All affected private motorists may traverse along any passable streets.

Inflow:

1. All Southwest public utility jeepneys (PUJs) upon reaching 2nd Street, Nazareth, shall turn left either 21st & 19th Street, turn right to 6th Street, turn right to Tomas Saco Street, turn left to Fernandez Street, and proceed to destinations

2. All affected private motorists may traverse along any passable streets.

5.3 Starting 3:00PM-8:00PM of September 24, 2023

5.3.1 All public utility vehicles (PUJs) upon reaching Mortola Street shall go straight, turn right to Capt. Vicente Roa Street, turn left Hayes Street, and proceed to destinations.
5.3.2 All affected private motorists may traverse along passable streets.

II. DEPLOYMENT OF TRAFFIC ENFORCERS

1. Traffic Enforcers under the Roads and Traffic Administration are deployed to strategic locations covering the temporary closed roads and movement of vehicular traffic (Personnel Deployment Plan – attached names and area covered).

III. Traffic Scheme Adjustment – the RTA is allowed to impose immediate adjustment on the abovementioned temporary traffic plan, with due notice to the Supreme Court Security Head, so as to harmonize the impact of the traffic flow thereat.

Violation on this Executive Order shall automatically penalized in the accordance with Section 207 of the City Ordinance Number 10551-2007.

RTA is allowed to impose immediate adjustments on the abovementioned traffic schemes as necessary.
