The main entrance to Apovel Subdivision in Bulua, Cagayan de Oro City was again submerged in deep floodwaters after a late afternoon downpour Saturday, August 19 which continued towards the evening. This has been a perennial problem for homeowners in the area. The entrance road beside Phoenix Gas Station remains at a lower elevation that forms as a catch basin for runoffs during heavy rain. Residents and motorists are usually stranded and wait for the floodwaters to subside while others take the DPWH Road along the subdivision’s perimeter.
