The 20th City Council of Cagayan de Oro has adopted a resolution last Monday, July 17, 2023, approving the Supplemental Annual Investment Program (SAIP) No. 3 for CY 2023 amounting to P4,518,140,124, of which P4 billion is allocated for the Cagayan de Oro Government Center, specifically for its Land Acquisition, Land Development, and Construction of the New City Hall Complex.

It can be recalled that a new City Hall Complex is being planned somewhere in the vicinity of Upper Carmen near the Eco-Park but with the allocation for Land Acquisition, it seems the proposal will now cover some private properties.

Other appropriations in the approved SAIP No. 3 are as follows:
- Various barangay empowerment programs – P17,853,593;
- City Hall Quadrangle Roofing – P11,200,000;
- Ten (10) new positions created for the operation of the City College of Cagayan de Oro under Ordinance No. 14564-2023 – P10,000,000.
City Hall also allocated an ample amount for the hiring of a total of twelve (12) security guards who will be tasked with preventing and deterring crime at CDO River Boulevard.
