Republic Act No. 11934, or the Subscriber Identity Module (SIM) Registration Act was signed into law by President Ferdinand “Bongbong” Marcos Jr. on October 10, 2022. On December 12, 2022, its Implementing Rules and Regulations was released through NTC Memorandum Circular No. 001-12-2022 prescribing the general rules and guidelines for the registration of new existing SIMs of end-user with the respective public telecommunication entity (PTE).
As a general rule, all existing SIM subscribers must register with their respective PTEs within 180 days of the law’s effectivity which will be on December 27, 2022 or a three-month period until April 2023. However, RA 11934 also allows the Department of Information and Communications Technology (DICT) up to a maximum period of one hundred twenty (120) days. Failure to register the SIM cards during the said period will be automatically deactivated.
Submission of the electronically and duly accomplished registration form with the following data and information only.
By individual (natural person) end-user:
- Full Name;
- Date of Birth;
- Sex;
- Present/ Official Address (Choice by end-user);
- Type of ID Presented; and
- ID Number Presented.
By juridical entity end-user:
- Business Name;
- Business Address; and
- Full Name of Authorized Signatory.
By foreign national end-user:
- Full Name;
- Nationality;
- Date of Birth;
- Passport;
- Address in the Philippines;
- For Persons of Concern or POCs, the Type of Travel or Admission Document Presented; and
- ID Number or Number of Document Presented.
As of today and as required by RA 11934, Smart Communications Inc. and Globe Telecom have already prepared online platforms where subscribers can register their SIM cards. The online links are shown below but registration will only be activated by December 27. Dito Telecommunity has not yet released its online registration link.

- Passport;
- Philippine Identification System ID, or Philippine Identification Card;
- Social Security Service ID
- Government Social Insurance System e-Card;
- Driver’s License;
- National Bureau of Investigation clearance;
- Police clearance;
- Firearms’ License to Own and Process ID;
- Professional Regulation Commission ID;
- Integrated Bar of the Philippines ID;
- Overseas Worker Welfare Administration ID;
- Bureau of Internal Revenue ID;
- Voter’s ID;
- Senior Citizen’s card;
- Unified Multi-purpose Identification Card;
- Persons with Disabilities card; or
- Other valid government-issued ID with photo.
