Photos of American servicemen in civilian attire at Laguindingan Airport have sparked online curiosity amid global tensions. However, Major General Michele Anayron, Jr., Commander of the Philippine Army’s 4th Infantry Division, clarified that their arrival is for joint humanitarian and disaster response (HADR) training under the Enhanced Defense Cooperation Agreement (EDCA). The personnel, currently arriving at Lumbia Air Base, are focused on disaster readiness rather than regional conflicts. Officials noted that this training provides Northern Mindanao troops with specialized skills typically gained during larger exercises like Balikatan.





Lumbia Air Base is one of nine (9) established Enhanced Defense Cooperation Agreement (EDCA) sites in the Philippines. Accordingly, these locations will serve as crucial hubs for rapid disaster relief and humanitarian aid.
