Pelaez of the University of Manila (1938) and Aquilino L. Pimentel III of the University of the Philippines (1990). The most recent are Jecca B. Jacildo of University of San Carlos, and Soraya S. Laut of Xavier University, who both ranked 8th in 2015. Congressman Rufus B.
