Confusion, idle drivers mark start of Local Public Transport Route Plan implementation in CDO

The initial rollout of the city’s Local Public Transport Route Plan (LPTRP) on June 3, 2025, was met with confusion among the commuting public and disruption, as many public utility vehicle (PUV) drivers chose not to operate due to uncertainty about their new designated routes. Commuters were left stranded at various points in the city as some routes were left without service. While the city government had announced the plan’s implementation weeks in advance, many stakeholders claimed they were not adequately briefed or consulted.

The LPTRP is a national initiative aimed at modernizing public transport systems by rationalizing routes, improving traffic flow, and promoting safer, more efficient service. It is part of the implementation of the Public Utility Vehicle Modernization Program (PUVMP).

Road signs were put up for the new designated routes.

Meanwhile, several jeepney operators had their new route signboards made.

While others chose not to operate and simply park their jeepneys.

This left many commuters stranded in various areas of the city.
